All infants and toddlers suspected of having a developmental concern including those "at risk" will receive intake and evaluation from their local regional center to determine eligibility for services. Regional centers will facilitate each family's access to local Family Resource Center's Prevention Resource & Referral Services.

Eligible children for Prevention Resource & Referral Services are ages birth through 35 months, who are at substantially greater risk for a developmental disability but who would otherwise be ineligible for services through the Early Start Program. Effective July 1, 2011 newly referred families whose infants or toddlers are "at risk" for developmental delay or disability will receive the following services through Family Resource Centers (FRCs):

  • Information
  • Resources
  • Referrals
  • Targeted outreach

FRCs will partner with parents and families to ensure parents remain an integral part of Prevention Resource & Referral Services for each child. It is always a good idea to discuss questions or concerns with the child's medical provider.

Babies identified as being at-risk who are in the prevention program as of June 30, 2011, shall continue in the prevention program with the current regional center, until the child reaches 36 months of age, the regional center has determined the child is eligible for services under the California Early Intervention Program pursuant to Title 14 (commencing with Section 95000) of the Government Code or the Lanterman Developmental Disabilities Services Act (Division 4.5 (commencing with Section 4500)), or June 30, 2012, whichever date is earlier.

Prevention Eligibility Criteria:

1. The regional center determines that an infant or toddler is "at-risk" for developmental disabilities following an intake and evaluation.

OR

2. Developmental Delay:

  • The regional center determines that a toddler between the ages of 24-35 months and has a developmental delay in one domain of 33 percent through 49 percent at the time of initial referral. The developmental domains a regional center must consider are communication, cognitive, social/emotional, self help/adaptive, and physical.

OR

3. The parent of the infant or toddler is a person with a developmental disability.
