Eastern Los Angeles Regional Center and Area Board X
Eastern Los Angeles Regional Center has implemented a three-year pilot Self-Determination program in partnership with Area Board X. Over the course of three years, the impact of this new model will address a series of questions ranging from consumer/family satisfaction to resource utilization and cost efficiency. Special attention will be paid to the impact of cultural, language, and socioeconomic diversity on the implementation of this model. The self-determination model of service delivery will be monitored to see if it enables those populations, who have historically underutilized traditional services, access resources that improve their functioning and/or well being. The potential voluntary participant will go through a series of orientations and training prior to full participation in the pilot.
There will be approximately thirty-two participants. The participant will work with a Service Broker and/or Service Coordinator to develop a Person Centered Individual Program Plan and a proposed line item budget. The funds for the individual budget will be allocated and placed into a private account; a Fiscal Intermediary will oversee the account while the participant purchases services and supports directly. Services and supports may be arranged in a variety of ways and the participant is not limited to purchasing only those services that are vendored with the Regional Center. Participants are not bound to follow the Regional Center’s Purchase of Service guidelines; however, limits regarding the use of public funds shall be applied. Good planning is essential with the need to identify and develop natural supports, community services, and to fully utilize generic resources.
