Purpose, Goals & Objectives

DOR Habilitation Services Program DDS Adult Day Program

The outcome of the Habilitation Services Program (HSP) is employment and/or paid work in either an integrated or non-integrated work setting. HSP services including work services and supported employment are provided to adults with developmental disabilities to:

  • Prepare and maintain them at their highest level of vocational functioning;
  • Maintain them in employment or prepare them for referral to VR services. [Welfare and Institutions [W&I Code, Section 19352]

The two main service components of the HSP include:

  • Work Services - consists of paid work or paid training and support services. These services are typically provided in non-integrated settings.
  • Supported Employment - provides employment in the community in an integrated setting with support services such as job coaching. Consumers participate through either group or individual placement.

Group Placements are a group of at least 4 but no more than 8 persons usually working at an employer's work site. They are usually paid based on their individual productivity and receive 100% supervision from a Community Rehabilitation Program (CRP) job coach.

Individual Placement consumers are usually hired by an employer and receive at least minimum wage and the number of service hours decrease as the consumer learns the job and can function independently.

Regional Center adult day programs provide a broad range of services that help consumers lead the most independent and normal lives, as possible, in their own communities. The general scope of each program, is as follows:

  • Activity Center services are intended to focus on the development and maintenance of the functional skills required for self advocacy, community integration and employment*.
  • Adult Development Center services are intended to focus on the development and maintenance of the functional skills required for self advocacy, community integration, employment*, and self care.
  • Behavior Management services focus on reducing the level and intensity of behavior problems in order to increase the opportunity for consumers to be eligible for or acceptable in any other community based day program. [CCR Title 17, Section 54302]

*Employment services are provided if generic services are unavailable or the consumer has been found ineligible for HSP and/or VR services
