Ratesetting Methodology

DOR Habilitation Services Program DDS Adult Day Program

Work Activity Programs:
WAPs requesting or receiving reimbursement from the HSP for the provision of habilitation services to eligible clients shall submit to the HSP all fiscal and client data, according to the form, substance, standards and timeframes required by the Ratesetting Manual. [CCR Section 7338(a)]

The average daily rate is currently $34.26.The average cost per day is currently $30.00.

Supported Employment Programs:
Effective July 1, 2000 the hourly rate for supported employment services provided to consumers receiving individualized or group services shall be $27.62 In addition, fees shall be authorized for the following: (i) a $200 fee shall be paid upon intake of a consumer into an agency's SEP, unless that individual has completed a supported employment intake process with that same agency within the past 12 months, in which case no fee shall be paid. (ii) a $400 fee shall be paid upon placement of an individual in an integrated job, unless that individual is placed with another consumer or consumers assigned to the same job coach during the same hours of employment, in which case no fee shall be paid. (iii) a $400 fee shall be paid after a 90-day retention of a consumer in a job, unless that individual has been placed with another consumer or consumers, assigned to the same job coach during the same hours of employment, in which case no fee shall be paid. Community-Based Day Programs
The DDS ratesetting methodology for community-based day programs utilizes a cost statement, which displays the actual annual allowable costs of the program, which when divided by the actual annual units of service (number of days or hours of attendance depending on the type of program) produces a permanent payment rate for that specific program. For each "like program" (same type of program and required staff ratio), the DDS establishes a lower and upper limit, as well as an average rate based on the like programs' permanent payment rates within that group. The basic assumption is that like programs' rates should be comparable within a "reasonable" range of rates (as defined by the upper and lower limits) and that the range should reflect those issues that create variability within the costs. The average rate for the like program group is used to establish a temporary payment rate for new programs that do not have a cost history. The temporary payment rate remains in effect until a permanent payment rate can be established with 12 months of actual cost and attendance data. The new permanent payment rate cannot exceed the upper limit. [W&I Code, Sections 4690.2, 4691, and 4691.5 and Title 17, CCR, Sections 57422-57948]
