Service Standards
- The accreditation standards adopted by the department shall be the standards developed by the Rehabilitation Accreditation Commission (CARF) and published in the most current edition of the Standards Manual for Organizations Serving People with Disabilities, as well as any subsequent amendments to the manual. [W&I Code, Section 19356.7(b)(3)]
- "Accreditation" means a determination of compliance with the set of standards appropriate to the delivery of services by a WAP or SEP, developed by the CARF, and applied by the commission or the department. [W&I Code, Section 19352(m)]
- WAPs requesting or receiving funding from the Department's HSP shall comply with the policies, procedures and standards respecting accreditation. Facilities that have been in operation for at least four years shall obtain and maintain accreditation by CARF in organizational standards, organizational employment services and community employment services and maintain such accreditation thereafter.
- The length of a WAP day shall not be less than 5 hours, in addition to the lunch period.
- A WAP may change the length of a WAP day on an individual basis in order to meet the needs of the consumer, if the Habilitation Specialist approves the reason or reasons for the change. [W&I Code, Section 19358]
- HSP clients are paid according to productive capacity on the basis of appropriately conducted productivity studies pursuant to the 2002 CARF standard number one for organizational employment services; and in compliance with Title 29, Part 525, of the Code of Federal Regulations; and Section 1191.5 of the California Labor Code and Sections 6 and 7 of the Industrial Welfare Commission Order.
- The work setting made available to HSP consumers by the WAP shall provide for a sufficient amount and variety of work to prepare and maintain them at their highest level of vocational functioning.
The aggregate of HSP consumers each shall engage in paid work at least 50% of the time they are in the program over a six month period. A program not providing this amount of paid work may be subject to a corrective plan and a moratorium of new referrals subject to appeal. |
Service Standards:
In addition to the general requirements below, adult day program vendors shall comply with applicable licensing requirements pursuant to the Health and Safety Code, Sections 1500 through 1569.87.
"Vendorization" means the process used to verify that applicants meet all of the requirements and standards pursuant to regulations prior to the provision of services to consumers. In addition to licensing requirements, Activity Centers, Adult Development Centers and Behavior Management Programs shall submit a program design to include:
- A staff training plan, if applicable.
- A description of the entrance/exit criteria, if applicable, including the intake procedure and any screening processes used by the vendor;
- A description of the process used to determine how the vendor will assist each consumer served in achieving his/her IPP objectives for which the vendor is responsible including:
- Consumer assessment procedures, timelines, and instruments used, including an explanation of how each instrument is applicable in assessing the consumer's needs;
- Utilization of assessment data for determining the specific activity and program services that consumers receive; and,
- Evaluation procedures used to determine the extent of a consumer's progress toward achieving the specific outcomes in each IPP objective for which the vendor is responsible.
The program design shall include the following items: A program description which includes:
- The purpose and goals of service;
- Anticipated consumer outcomes resulting from participation in the program stated in measurable terms
- Program curriculum
- Description of the location(s) in which consumer training occurs, such as a center based environment, the consumer's place of residence or a natural environment;
- Consumer attendance policy which includes the following:
- The requirement for the vendor to notify the Regional Center on or before a consumer's fifth consecutive day of unplanned absence;
- The attendance requirements for consumers to remain enrolled in the program; and,
- The efforts the program will make to assure attendance at the program as frequently as determined necessary by the Inter-disciplinary (ID) Team.
- Statement of the staffing ratio required pursuant to W&I Code, Section 56756 or 56772.
- Schedule of the vendor's direct service operating hours including a sample of a current weekly schedule; and, a staff training plan, if applicable.
- A description of the entrance/exit criteria, if applicable, including the intake procedure and any screening processes used by the vendor;
- A description of the process used to determine how the vendor will assist each consumer served in achieving his/her IPP objectives for which the vendor is responsible.
