In accordance with Part C of Individuals with Disabilities Education Act (IDEA), the Department of Developmental Services (Department) is required to report annually on the performance of each local program compared to the state targets in the State Performance Plan (SPP).

Local programs include Regional Centers (RCs) and Local Educational Agencies (LEAs), including school districts and county offices of education. LEAs provide services to infants and toddlers with solely low-incidence (SLI) disabilities and their families. Solely low incidence (SLI) refers to infants and toddlers who are diagnosed with hearing, vision or orthopedic impairment or a combination thereof as their only qualifying disability (California Education Code, Section 56026.5) and receive services and supports through local educational agencies (Government Code, Title 14, Section 95014(b)(2))

Due to the small number of infants and toddlers served with SLI disabilities by LEAs, the summary performance data for all LEAs are aggregated as one LEA program to preserve confidentiality (Health Insurance Portability and Accountability Act (HIPPA) and Welfare and California Welfare & Institutions Code (WIC) Section 4514).
