State-operated mobile crisis services provided by the Crisis Assessment and Stabilization Team (CAST) operate out of the North, South, and Central Valley State-Operated STAR (Stabilization Training Assistance Reintegration) homes. CAST supports individuals of all ages throughout the state and collaborates with all regional centers across California. CAST is designed to provide an intensive, multidisciplinary response to individuals experiencing ongoing behavioral or psychiatric crises after regional center crisis supports have been exhausted. The team works to prevent unnecessary admissions to restrictive settings such as acute hospitals, Institutions for Mental Disease (IMDs), or STAR acute crisis homes, and to support individuals at risk of losing their current placement—whether that be a family home, Community Care Facility (CCF), Supported Living Services (SLS/ILSS), or Specialized Residential Facility (SRF).

CAST provides individualized services through a coordinated team of professionals, including a psychologist, social worker, Board Certified Behavior Analyst (BCBA), registered nurse, psychiatrist, and a psychiatric technician instructor. These experts deliver trauma-informed, culturally competent, and person-centered care in a variety of community settings such as homes, hospitals, or psychiatric facilities. Their services include crisis assessment, behavior support planning, coaching, and collaboration with service providers and families. CAST also supports transitions from restrictive settings to more integrated, community-based environments.

History

North STAR and South STAR CAST began accepting referrals in January 2018, while Central Valley STAR CAST began in 2021.

CAST operates under WIC 4474.2, which allows the Department of Developmental Services to operate a facility that assists in meeting the goal of successfully transitioning developmental center residents to community living or deflecting the admission of individuals with developmental disabilities to highly restrictive settings.
