Community Care Facilities (CCFs) are licensed by the Community Care Licensing Division of the State Department of Social Services to provide 24-hour non-medical residential care to children and adults with developmental disabilities who are in need of personal services, supervision, and/or assistance essential for self-protection or sustaining the activities of daily living. Based upon the types of services provided and the persons served, each CCF vendored by a regional center is designated one of the following service levels:

  • Service Level 1: (No longer actively used for regional center services)
  • Service Level 2: Care, supervision, and incidental training for persons with some self-care skills and no major behavior problems.  Staffing: 168 staff hours per week for a four-bed home.
  • Service Level 3: Care, supervision, and ongoing training for persons with significant deficits in self-help skills, and/or some limitations in physical coordination and mobility, and/or disruptive or self-injurious behavior. Requires 8 consultant hours semi-annually per individual. Staffing: 180 staff hours per week for a four-bed home.
  • Service Level 4: Care, supervision, and professionally supervised training for persons with deficits in self-help skills, and/or severe impairment in physical coordination and mobility, and/or severely disruptive or self-injurious behavior. Requires 12 consultant hours semi-annually per individual. Staffing: 220 staff hours per week for a four-bed home.
  • Service Level 5: Care, supervision, and professionally supervised training for persons with deficits in self-help skills, and/or severe impairment in physical coordination and mobility, and/or severely disruptive or self-injurious behavior. Requires 16 consultant hours semi-annually per individual. Staffing: 260 staff hours per week for a four-bed home.
  • Service Level 6: Care, supervision, and professionally supervised training for persons with deficits in self-help skills, and/or severe impairment in physical coordination and mobility, and/or severely disruptive or self-injurious behavior.   Requires 16 consultant hours semi-annually per individual. Staffing: 312 staff hours per week for a four-bed home.
  • Service Level 7: Customized care for individuals with extraordinary needs that exceed Service Level 6 requirements. This level requires at least one of the following: staffing hours exceeding Level 6 requirements, consultant hours exceeding Level 6 requirements, or staff with specialized qualifications beyond direct service professionals (such as registered behavior technicians, certified nursing assistants, licensed vocational nurses, or licensed psychiatric technicians). Customized rates are established based on individual facility needs.

Direct care staff at all service levels must be awake at all times, including throughout the night, with exceptions possible for Service Levels 2 and 3 when all individuals’ IPPs indicate awake staff is not required.
