Early Intervention

(Emergency/Proposed Regulations)

Description

The Department of Developmental Services (Department) proposes to amend the Early Start program early intervention regulations to conform to 1997 and 1999 changes in federal regulations, implementing amendments to Part C of the Individuals with Disabilities Educations Act; and also to make clarifying, non-substantive revisions to other early intervention regulations.

History

The Department filed with the Office of Administrative Law (OAL) its Notice of Proposed Rulemaking on May 31, 2002. The Notice of Proposed Rulemaking was published in the California Regulatory Notice Register on June 14, 2002. A 45-day comment period began with publication of the Notice of Proposed Rulemaking. Two public hearings were conducted and there were two 15-day comment periods in addition to the 45-day period.

Status

Final text of the regulations was filed with the Secretary of State by the Office of Administrative Law on January 14, 2003. The regulations become effective February 12, 2003.
