This is a brief but big THANK YOU to service providers, regional centers, and Department employees on the implementation of rate reform.

In 2025, you helped make key updates to rate reform.  These included:

  • aligning program statements with updated service codes and their descriptions
  • signing acknowledgement forms
  • validating service provider information in the new statewide Provider Directory

On March 1, 2026, the hold-harmless period for rates ended.  Providers are now paid the same rates across the state for the same services.  You can view the rate models on our website.

There was also major work to implement the Quality Incentive Program (QIP).  This work continues into 2026.  This included:

  • completing surveys for multiple QIP measures
  • meeting electronic visit verification (EVV) requirements
  • meeting home- and community-based services requirements
  • completing the annual federal requirement for independent audit or fiscal review.

In April, regional centers will begin receiving lists of providers who are eligible for QIP and those who have earned incentives.  These rates will take effect on July 1, 2026.  The status of each provider is updated periodically online.

These efforts are an important step forward for California’s delivery of services to individuals with intellectual and developmental disabilities.
