Department Monitoring of Settings Rule
The Home and Community-Based Services (HCBS) Settings Rule requirements assure individuals who are provided support through a Medicaid (Medi-Cal in California) funded program receive the services and supports of their choosing and have full access to community living.
In January 2025, the HCBS monitoring team at the Department began collecting data during on-site regional center reviews to verify settings are compliant with the federal HCBS Settings requirements. The HCBS monitoring on-site regional center review includes community care facilities and day programs.
The data reflects each regional center’s overall compliance with ten HCBS Settings Rule requirements for community care facilities and five for day programs. The data also demonstrates statewide compliance with all HCBS Settings Rule Federal Requirements 1-10.
Non-applicable (NA) will be used for regional centers which have not yet had HCBS Settings reviewed by the Department’s HCBS Monitoring team.

Regional Center Monitoring of Settings Rule
Per the December 26, 2025, directive, regional centers have begun monitoring their service providers for on-going compliance with HCBS Settings Rule. Regional centers will report HCBS Settings Rule data beginning mid-2026. A dashboard of this data will be available on this page starting late summer 2026.
