A 2025 law requires California to define what “cost-effective” means for services.  To do this, we need feedback from the community.  This definition will apply to all goods and services, including those delivered through the Self-Determination Program.  Being cost‑effective is one of the key factors considered when selecting goods, services, and providers.  The other factors are:   

  • Must match with specific needs and preferences of the individual; 
  • Must be effective in helping the individual reach their goals; 
  • Must consider the range of services options; 
  • Must use generic services and other available funding sources; 
  • Must consider family responsibility; 
  • Must be provided in the least restrictive most integrated setting. 

As a starting point, the definition of cost-effective should address the things below, but what else?  Maybe it should consider whether paying a bit more now prevents future costs, for example? Maybe the stability and continuity of care, by retaining a service provider that is working well?  Maybe it should consider how well a service supports an individual’s independence, self-determination, productivity, and community integration?  What else? 

  • Meet the individual’s needs 
  • Help the individual work toward goals in their Individual Program Plan (IPP) 
  • Not be available from another public agency or generic service 
  • Be eligible for federal funding  
  • Be provided by a qualified provider at a reasonable rate
