Introduction
Welfare and Institutions Code § 4620.4 requires implicit bias training for regional center staff, clinicians, and contractors who conduct intake and eligibility evaluations. Implicit bias training is intended to increase awareness of unconscious biases, strengthen the workforce, and improve access to services by reducing barriers.
Implementation and Current Status
In April 2023, the Department of Developmental Services (Department) contracted with EquitiFy to implement statewide implicit bias training across all 21 regional centers. The training supports a more equitable and inclusive service system for individuals with intellectual and developmental disabilities and their families by helping regional center staff, clinicians, and contractors recognize how implicit bias may affect service access and delivery.
EquitiFy launched self-paced online training modules in December 2023, followed by in-person training at each regional center beginning in January 2024.
The modules are currently being integrated into the Employee Development, Growth, and Education (EDGE) platform, the Department’s online learning management system, to provide a streamlined and accessible training solution for all regional centers.
In February 2025, EquitiFy completed a Final Report on the Department’s Statewide Implicit Bias Training, summarizing the training’s scope and impact. Access the report below to learn more.
