Each focus area has one or more performance measures tied to specific desired outcomes, with corresponding targets. Focus areas include performance measures developed by the Department for oversight and accountability and regional center performance measures. These include incentives that focus on specific targets in response to priorities developed.

Beginning in FY 2026-2027, performance measures will be organized into following focus areas:

Community Integration

Community Integration measures are focused on services and supports available to empower individuals to choose where they want to live, relationships with people in their community and the way they spend their time.

Early Start – Childhood

These measures are focused on outcomes for children receiving Early Start Services including those transitioning out of Early Start Services or provisionally eligible. This includes compliance measures for children and families to have timely access to Early Start services, minimizing the impact of developmental delays with early intervention services.

Employment

Employment measures are focused on promoting options for people to earn competitive wages.  This includes the utilization of services and supports that target competitive integrated employment, vocationally focused services, Tailored Day Services and Paid Internships.

Equity and Cultural Competency

Equity and Cultural Competency measures are focused on improving language access and enhanced case management for diverse and historically underserved communities. This measure also includes measuring disparities and training for regional center service coordinators in Cultural, Ethnic and Linguistic Diversity.

Innovation in Service Availability, Delivery and Technology

Innovation in Service Availability, Delivery and Technology measures are focused on regional center efforts to innovate and provide a wide range of supports to help people achieve their life goals.

Individual Family Experience and Satisfaction

Individual and Family Experience and Satisfaction measures newly created measures to include direct feedback from the community on sharing their experience on the IPP planning process and that Individuals served by regional centers, including families, are listened to by the reginal center and are satisfied with services delivered by regional center staff. This reporting allows the Department and regional centers to understand experiences and work with local communities to obtain input on how to improve systems.

Person-Centered Services Planning

These measures focus on objectives that promote understanding and knowledge of person-centered planning through training and outreach of regional center staff and the communities they serve, with an expectation that those skills are applied at the planning team level and beyond.

Service Coordination and Regional Center Operations

Service Coordination and Regional Center Operations measures include compliance with the Intake process and timelines, Service Coordinator Competency, Timely Authorizations, Fiscal Operations and Home and Community Based Services Rule.
