Annual Part C Grant Application

The Department of Developmental Services (DDS), as lead agency for Individuals With Disabilities Education Act (IDEA), Part C, is providing the public the opportunity to review and comment on California’s draft IDEA, Part C grant application* for 2023 federal early intervention funds. The application is for Early Start, California’s statewide system of early intervention services for infants and toddlers (birth to three years of age) with disabilities and their families. The application addresses the State budget period beginning July 1, 2023 through June 30, 2024. In addition, DDS will submit an additional document, as required by Section 427 of the General Education Provisions Act (GEPA). The GEPA document is a description of how California has identified barriers, developed strategies to address the barriers, and the steps the State is taking to ensure equitable access to, and participation in, Part C.

The application will be posted for 60 days beginning March 24, 2023 according to federal requirements. Please note that information may be updated prior to submission to the Office of Special Education Programs (OSEP) based on OSEP’s guidance and receipt of more recent information.

DDS will accept public input on the application beginning March 24, 2023 through May 23, 2023. Persons submitting comments on specific items in the application should identify the item, referenced by the page number, and indicate support, opposition, suggested changes, additions or deletions pertaining to the specific item. Input will be considered if submitted to and received by May 23, 2023. Comments on the application will be summarized by DDS and forwarded to OSEP.
