Senate Bill 81 Rate Increase

General Information

Chapter 28, Statutes of 2019 (SB 81, Committee on Budget and Fiscal Review), provided the Department of Developmental Services with time-limited funding to provide rate increases for specified service codes effective January 1, 2020 through December 31, 2021. The rate increases shall be suspended at the end of this period unless certain conditions, specified in SB 81, apply. Federal approval for matching federal funds was obtained on December 19, 2019.

Pursuant to Chapter 76, Statutes of 2021 (AB 136, Committee on Budget and Developmental Services), Welfare and Institutions (W&I) Code section 4691.12 was amended to remove language regarding the suspension of rate increases at the end of the effective period, making these rate increases permanent.

Federal Approval

As required by SB 81, federal approval for matching funds was obtained on December 19, 2019.

New Provider Rates Effective January 1, 2020

Effective January 1, 2020, specified service codes will receive an increase, including service codes in which rates are set by the Department, through negotiation between regional centers and service providers, in regulations, supported employment and vouchered community-based services. For specific information regarding the vendor rate changes and the vendors that are affected, please see Department’s letter to regional centers dated December 16, 2019.
